Background The NRC identified several deficiencies during the June 11, 1986, Emergency Preparedness Exercise at Yankee Nuclear Power Station. Two of those deficiencies, overall command and control, and protective action recommendations, were indicated as having the potential to degrade the licensee's ability to protect the health and safety of the public during an accident if not corrected in a timely fashion.
These deficiencies are discussed in detail in inspection report 50-029/86-06.

Discussion The licensee presented an Action Plan detailing the steps that are being taken to address the identified deficiencies. The details of this presentation are included as Enclosure 2.
The NRC told the licensee that the actions being taken are adequate and timely, and that the overall direction of the Action Plan, as well as aggressive management involvement, should result in improvements to their emergency response capabilities.
