A. T. Gody, Chief, Safeg ds and Fuel date Facilities Section Inspection Summary: Routine, unannounced, physical protection inspection on September 27 - 28, 1982 (Report No. 50-20/82-02).

Areas Inspected: Implementation status of the licensee's recently approved physical security plan and a review of the General Requirements for the Physical Protection of Special Nuclear Material (SNM) of Moderate Strategic Significance.

The inspection involved 12 inspector-hours onsite by two NRC inspectors and was begun during regular hours.

Results: The licensee was in compliance with NRC requirements for the areas examined during this inspection.

30703 - Exit Interview The inspectors met with licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on September 28, 1982, and summarized the scope and findings of the inspection.

92713 - Independent Inspection Effort No violations were noted.

The inspectors reviewed the physical security plan for the MIT Research Reactor Facility dated August 24, 1981, and correspondence relative to plan approval and implementation dates. The security plan was originally approved by the NRC on March 11, 1982, with an implementation date of

April 11, 1982.

Subsequent correspondence between the licensee and the NRC resulted in the compliance date being delayed until October 17, 1982.

The inspectors reviewed the implementation status of the new plan's hardware and administrative modifications.

The licensee stated the October 7, 1982, deadline would be met.

81480 - General Requirements For Physical Protection of SNM of Moderate Strategic Significance No violations were noted.

The licensee's program for the physical protection of SNM of moderate strategic significance conformed to NRC requirements and licensee procedures.

Specific components of the program that were inspected included: records and reports; security organization; alarm response; key control; detection aids; physical barriers; and written security procedures.
