[Z] Temporary Job Site Inspection 15325 Pennsylvania Road, Riverview, MI PROGRAM SCOPE TBD 4. TELEPHONE NUMBER (440) 279-3852 This was an unannounced field inspection of a roofing services company authorized by the State of Ohio to use portable gauges for measuring the physical properties of materials at its facility in Cleveland, Ohio, and at temporary job sites within the State. The licensee conducted these activities in NRC jurisdiction under a reciprocity request filed in January 2018 for the calendar year. The scope of this inspection was limited to the conduct of licensed activities ( evaluating a roof for moisture intrusion using a Troxler 3216 gauge) at a Catholic school in Riverview, Michiga PERFORMANCE OBSERVATIONS The inspector arrived on-site to find the licensee's crew actively evaluating the school's roof. The inspector observed the crew for some time without announcing his presence, and noted that the crew maintained control and constant surveillance of their gauge at all times. The inspector entered the school, where summer athletic programs were ongoing, and after announcing his presence to the school's management, proceeded to conduct independent surveys on ground level underneath the licensee's crew as they evaluated various areas of the roof. The inspector did not record any readings above background at aily time while. beneath the ongoing work. The inspector continued to observe the crew from within the school, until they completed their evaluation of the roof. Upon returning to ground level, the inspector interviewed the crew, and discussed with them conduct of the licensee's work in NRC jurisdiction, procedures for the safe use and transport of licensed material, and emergency response measures. The inspector noted that both were wearing personnel dosimetry, and maintained a calibrated and operable survey meter in their vehicl The inspector evaluated the condition of their gauge, conducted additional independent and confirmatory surveys, observed the crew package the gauge for transport using two barriers and adequate blocking and bracing, and reviewed available records including shipping papers and emergency response information, a copy of the company's current State of Ohio materials license, leak test results from February 2018, and documentation of gauge user refresher trainin No violations ofNRC requirements were identified as a result of this inspection.
