[lJ Temporary Job Site Inspection Vectren Culley Generating Station, Newburgh, IN PROGRAM SCOPE This was an unannounced reciprocity inspection of an Ohio portable gauge licensee authorized to use portable gauges under reciprocity at the Vectren Culley Generating Station facility in Newburgh, Indiana. At the time of the inspection, the licensee had started storing the gauge, a Troxler 3400 series gauge, at the temporary job site, but had not yet started using it to perform density measurements to support the hybrid closure of an ash pond for the generating station. The authorized user estimated that the gauge would be used approximately every other day starting around July 22, 2019, and lasting approximately a month. Inspectors wishing to observe the use of the gauge at the ash ponds would be required to receive safety training (approximately 1 hour1.157407e-5 days
2.777778e-4 hours
1.653439e-6 weeks
3.805e-7 months
) prior to accessing the sit PERFORMANCE OBSERVATIONS The inspector toured the licensee's temporary job site storage facility, a building on the client's property that was occupied by the licensee, to assess the security of the gauge and perform independent radiation measurements. The inspector also interviewed the authorized user with respect to the project that the gauge measurements are supporting, use and transportation of the gauge, dosimetry use, event response, and security of the gauge at the temporary job site. The inspector determined that the authorized user was knowledgeable of radiation safety principles and licensee procedure The inspector reviewed a selection of records including shipping papers, leak tests, the licensee's emergency procedures, and training record No violations ofNRC requirement were identified as a result of this inspectio NRC FORM 591M PART 3 (07-2012)
