Dear Mr. Osborne:
On December 18,1997, John R. McGrath of this office conducted a safety inspection at Columbia, MD of activities authorized by the license listed below. Your activities in -
NRC jurisdiction are authorized by a general license granted by 10 CFR 150.20(a).
The inspection was an examination of your licensed uctivities as they relate to
,
radiation safety and to compliance with the Commission's regulations'and the license
,
conditions. The inspection was limited to interviews with personnel and selective examination of records related to activities within the NRC's jurisdiction. The findings of the inspection were discussed with you, at the conclusion of the inspection.
Within the scope of this inspection, no violations were identified.
10 CFR Part 150.20 provides for the reciprocal recognition of Agreement State licenses and states that any person holding a specific license from an Agreement State can be granted a general license to conduct the same activity in non Agreement States provided.that the specific license does not limit the activity authorized to specified

installations or locations. Your rec!procity request of May 29,1997, concerned your work at GBA Associates of Falls Church, Virginia. You based that request on Amendment No. 07 to License No. MD 27-061-01 which' amended Condition 16 to specifically authorize you for the work in Falls Church, Virginia. Since this amendment authorized a specific activity at a specified location, it does not constitute a valid authorization on which to bau reciprocity. Therefore, reciprocity should not have been granted in this case.. Please be aware that in future, we will only grant reciprocity requests that are in full compliance with the provisions of 10 CFR 150,20.
in accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter will be placed in the Public Document Room. No reply to this letter is required.
