INSPECTION NO. 15000019/97 006 f

Dear Mr. Smith:

On December 18,1997, John R. McGrath of this office conducted a safety inspection at Columbia, MD of activities authorized by the license listed below. Your activities in NRC jurisdiction are authorized by a generallicense granted by 10 CFR 150.20(a).

The inspection was an examination of your licensed activities as they relate to radiation safety and to compliance with the Commission's regulations and the license conditions. The incpection was limited to interviews with personnel and selective examination of records related to activities within the NRC's jurisdiction. A copy of the NRC Inspection report is enclosed. The findings of the inspection were discussed with you, at the conclusion of the inspection. This also refers to the telephone conversation on December 23,1997 between John McGrath and Michael Beard.

Within the scope of this inspection, no violations were identified.

10 CFR Part 150.20 provides for the reciprocal r6::ognition of Agreement State licenses and states that any person holding a specific license from an Agreement State can be granted a general license to conduct the same activity in non Agreement States provided that the specific license does not limit the activity authorized to specified installations or locations. Your reciprocity request of May 15,1997 concerned your work at Compton & Knowles Colors, Inc. of Gibraltar, PA. You based that request on Amendment No. 33 to License No. MD 33 021-02 which amanded condition 18 to specifically authorize you for the work at Compton & Knowles. Since this amendment authorized a specific activity at a specified location, it does not constitute a valid authorization on which to base reciprocity. Therefore, reciprocity should not have been granted in this case. Please be aware that in future, we will only grant reciprocity requests that are in full compliance with the provisions of 10 CFR 150.20.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter will be placed in the Public r)ocument Room. No reply to this letter is required.
