LEGACY ENGINEERING, INC. - NRC INSPECTION NO. 15000009/2019006 AND NOTICE OF VIOLATION
Dear Mr. Collingwood:
This letter refers to the limited inspection conducted from June 27, 2019 thru August 22, 2019, during a review of your reciprocity request submitted to the Region I Office. This inspection examined activities conducted under your general license as they relate to public health and safety, and to confirm compliance with the Commission's rules and regulations. Within these areas, the inspection consisted of a selected examination of representative records regarding the days for which a reciprocity request was filed and the days for which a reciprocity request was required. The findings of the inspection were discussed with John E. Ellis, II of your staff and Steven Courtemanche of this office on August 22, 2019.
Based on the results of this inspection, the NRC has determined that a Severity Level IV violation of NRC requirements occurred. The violation was evaluated in accordance with the NRC Enforcement Policy. The current Enforcement Policy is included on the NRC's Web site at https://www.nrc.gov/about-nrc/regulatory/enforcement/enforce-pol.html. The violation is cited in the enclosed Notice of Violation (Notice) because the violation was identified by the NRC.
The NRC has concluded that information regarding: (1) the reason for the violation; (2) the corrective actions that have been taken and the results achieved; and (3) the date when full compliance was achieved is already adequately addressed on the docket and include:
Submission of a reciprocity request dated July 18, 2019, for the month of May 2019 and the licensees commitment on July 18, 2019, to contact the Region I office if a signed reciprocity request is not received by the licensee prior to any proposed work in order to determine the status of the request. Therefore, you are not required to respond to this letter unless the description herein does not accurately reflect your corrective actions or your position. In that case, or if you choose to provide additional information, you should follow the instructions specified in the enclosed Notice.
In accordance with 10 CFR 2.390 of the NRCs "Rules of Practice," a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the NRC document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
