The report is the result of our first pliot review of a fuel cycle facility under a new let15 program to assess the performance of fuel cycle f acility licensee n, under the program, we will review each major fuel cycle facility se an anneal basis. Fellowing each review k2C and licensee senior management personnel wl11 seet to dlicuss the results of the review and possible changes la the licensee end IIAC programs for the year to come. Two more pliot reviews are planned for February and A$ril before we finalize the guidance for this l

Iht5 P1 ant Performance Review (>PR) was performed to give us perspective on your perforeSce as a basis for establishing the inspection program for your f actitt; during the next yeai . Your ocrformance was evaluated in ten functtonal areas for the period January 1.1994 through Decemoer 7, 1995. The review utilized licensee event reports, findings from AC inspections, and enforcement actions. The results of the review are outilned in the enclosure, and will be discussed with you at the Westinghouse factllty during a meeting _in february 1996.

The review indicates that you have exhibited a good level of performance in all functional areas with attention to safety. The programs and controls you have is5.lemented provided the necessary control of licensed actf vities. Your self assessments were normally good, but management attention is needed to effect timely closure of identified items in the criticality safety area.

Performance in several areas was adversely affected by lack of compliance with procedares. The level of performance related to evaluation and reporting of criticality safety events and in shipment of radioactive material was somewhat lower than the other areas and Abould receive additional attention from your staff.

As a result of the review, we have changed our inspection program for the next year to include special focus on your self assessment, preventive maintenance.

This letter confirms the telephone discussion on September 2,1997, during which I stated that the NRC has no objection to Westinghouse restarting pelleting operations. This NRC position is based on corrective actions taken by Westinghouse in response to the discovery (and subsequent shutdown) of equipment in the pellet manufacturing area that did not have adequate safety analysis documentation. These corrective actions were ducumented in your letter dated September 3,1997. Your implementation of the corrective actions will be reviewed at a future inspection.

This refers to the Special Inspection Team (SIT) inspection conducted on May 5 - 7, 1997, by the Nuclear Regulatory Commission (NRC) at the Westinghouse Commercial Nuclear Fuel Division facility in Columbia, South Carolina. The specialinspection included a review of circumstances that led to the reported event on April 15,1997, involving two low-enriched fuel rods which could not be located. At the conclusion of this inspection, the findings were discussed with you and members of your staff.

L A rout.ne inspection of your facility's material control and accounting (MC&A) safeguards program was conducted by the Nuclear .tegulatory Commission on Octobe' 27 31,1997 The enclos,ed report presents the results of that inspection.

The inspection consisted of selective examinations of procedures and representativt ,ecords, interviews with personnel, and observations of activities in progress At the conclusion of the inspection, the findings were discussed with you and members of your sts.ff.

Within the scope of the inspection, no apparent vTlations wer,s identified. However, three inspector follow up items (IFis) were 'dentified Reviews of your corrective action progrese c7;erning three prior IFis and five violations (VIOs) were judged by the inspectors to be adeqMe and therefore, all of these issues were closed.

Dear Mr. Aller:

A routine inspection of your facility's material control and accounting (MC&A) safeguards I

program was conducted by the Nuclear Regulatory Cnmmission on October 27-31,1997. The enclot.ed report presents the results of that inspection.

The inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations of activities in progress. At the conclusion of the inspection, the findings were discussed with you and members u: your staff.

Within the scope of the inspection, no apparent violations were identified. However, three inspector follow up items (IFis) were identified. Reviews of your corrective action progress  ;

conceming three prior IFis and five violations (VIOs) were judged by the inspectors to be  !
