'n #IW MEMORANDUM TO PILES FROM: D. R. Hopkins SUBJECT : Atlantic Refining Co, Philadelphia, Pa.

A prelicensing visit was made on March 13, 1961 to the subject licensee concerning the qualifications of radiography personnel and the institution of the training program proposed in letters '

dated October 6,1960 and December 2,1960 from J. K. Deichler.

Mr Deichler was not available, so a meeting was held with his assistant and Mr. Shaw, the Safety Officer and Mr. McBride, the Senior Radiographer and proposed instructor for the training program. Mr. McBride was questioned relative to the information which he would cover in his training program and relative to the requirements of pertinent regulations. He enlarged on several areas of the training program with the help of a set of notes which he uses for the course, and clarified certain items on the outline which was submitted to the Commission. During the ques-tion and answer session, Mr. McBride displayed adequate know-ledge and appeared to have a sense of responsibility relative to the training program, i The means used to determine the competency of radiographers was discussed. A written examination is provided to determine if the students comprehend the material covered in the formal in-struction. Mr. Shaw and Mr. McBride must each observe a radio-grapher during his on-the-job supervised training, and must each be satisfied that the radiographer has demonstrated his competency in the use of the equipment prior to allowing that person to act in an unsupervised capacity.

Messrs. Shaw and McBride . .eed to provide greater detail en the training program and to rurther submit the additional in- r formation required by Section 30.24(g) of Part 30. They will further amend their pending operating procedures to include l 31.202 instructions.  :
