The purpose of this letter is to revise Carolina Power & Light Company's (CP&L) response to the Nuclear Regulatory Commission's Station Blackout (SBO) Rule for the Harris Nuclear Plant (HNP).
By letter dated January 16, 1992, CP&L responded to the recommendations contained in the NRC's December 11, 1991 safety evaluation regarding the SBO Rule. This letter requested an exemption from the NUMARC 87-00, Section 4.2.3 pre-hurricane requirement to start and load test the emergency diesel generators (EDGs).
This exemption request was based on a conflict with "post operating maintenance requirements imposed by Technical Specifications which would render the EDGs inoperable for some duration." The post operating maintenance requirements referred to involved EDG post-run engine air rolls required by Attachment 1 to HNP's Facility Operating License NPF-63, "TDIDiesel Engine Requirements."
On January 12, 1995, the NRC issued Amendment 53 to the Operating License which deleted Attachment 1 and thus the Operating License requirement to perform EDG post-run engine rolls. In addition, vendor recommendations have changed and also no longer require post-run engine rolls.
Based on this, HNP will no longer exercise the above exemption and willstart and load test the EDGs prior to the onset of a hurricane per NUMARC 87-00.
The applicable plant procedure (AP-301, Adverse Weather Operations) has been revised to implement this operational change.
