Dear Sir or Madam:

Carolina Power & Light Company is providing this reply to the Notice of Violation described in Enclosure 1 of your letter dated April 16, 2002. That letter stated the following: "Your corrective actions included initiation of fire watches in the area, the consideration of various modification options with the long term intent to restore the barrier to the three hour rating and a re-emphasis during the design process to consider inputs from multiple site organizations and disciplines.

Based on the above, the NRC concluded that your actions were prompt and comprehensive, and credit was warranted for the factor of Corrective Action."

Harris Nuclear Plant would like to take this opportunity to clarify plans to restore the barrier to the three-hour rating. The resolution for the Auxiliary Control Panel (ACP) Room is to seal the south wall and make it a fully compliant 3-hour fire barrier. This will separate the B Switchgear Room from the A Train Cable Spread Room and the cables in the Thermo-Lag enclosure. A Safe Shutdown Analysis is being performed to provide shutdown methods for the new ACP Room Fire Area. The prompt corrective actions, as specified in your April 16, 2002 letter, will remain in effect, as necessary, until final corrective actions are completed.
