Gentlemen:

On July 13,1995, at 7:00 p.m. EDT Georgia Power Company (GPC) implemented the y Improved Technical Specifications (ITS) for Edwin I. Hatch Nuclear Plant. The ITS were  !

issued on March 3,1995, as operating license amendments 195 and 135 for Unit.1 and '

Unit 2, respectively. Surveillances, procedure revisions, and training required _for ITS implementation were completed on or prior to July 13,1995. Final Safety Analysis :

Report (FSAR) revisions, as well as procedure revisions and surveillances which were not required for ITS implementation, will be completed in accordance with the license amendments and GPC's two letters dated January 19,1995. GPC will pursue the Local -

Power Range Monitor (LPRM) calibration frequency revision request, referenced in the March 3,1995 amendment cover letter separately from the ITS. Therefore, GPC requests

- that the LPRM calibration frequency change requested in the original ITS submittal dated Febmary 25,1994, be withdrawn.

The ITS for Plant Hatch Units 1 and 2 include a new Limiting Condition for Operation (LCO) 3.3.2.2 "Feedwater and Main Turbine Trip High Water Level Instrumentation."

Inclusion of this Specification satisfies GPC's commitment contained in the May 1,1990 response to Generic Letter 89-19, " Request for Action Related to Resolution of Unresolved Safety Issue A-47,' Safety Implication of Control Systems in LWR Nuclear :

. Power Plants." This Specification includes provisions to periodically verify the operability .

1 of the overfill protection and ensure that the automatic overfill protection is available. As stated in GPC's May 1,'1990 response, procedures and operator training were reassessed,-

and modified to assure that operators can mitigate reactor vessel overfill events that may occur via the condensate booster pumps during reduced system pressure operations.
