Dear Mr. Martin:
YP As required by 10 CFR 50.59, enclosed is the annual report of facility changes which summarizes modifications to Humboldt Bay Power Plant Unit No. 3 during 1984. Complete records for each modification, including written safety evaluations, are maintained at Hunboldt Bay Power Plant.
All modifications have been reviewed by the Plant Staff Review Committee (PSRC). The PSRC has concluded that none of these changes (1) increase the probability or consequences of an accident or malfunction of equipment important to safety as previously analyzed in the Final Safety Analysis Report (FSAR); (2) create the possibility of an accident or malfunction of equipment not previously analyzed in the FSAR; cr (3) reduce the margin of safety as defined in the bases of the Technical Specifications.
