~ Richland, Washington 99352 April 24; 1989 G02"89-069 Docket 50-397 U. S. Nuclear Regulatory Commission Attn:
Document Control Desk Mail Station P1-137 Washington, DC 20555 Gentlemen:
Subject:
NUCLEAR PLANT NO. 2 OPERATING LICENSE NO. NPF-21 APPLICATION FOR APPROVAL TO DISPOSE OF VERY LOW-LEVEL RADIOACTIVE WASTE ONSITE In accordance with 10 CFR 20.302(a) the Washington Public Power Supply System requests approval for the onsite disposal of very low-level,-
radioactive waste.
An application that addresses the information requested in 10 CFR 20.302(a) is attached.
The application proposes to bury eight moisture separator reheater (f1SR) tube bundles with associated assemblies and four small spools of piping with estimated waste volumes of 7400 and 370 cubic feet, respectively.
The proposed burial site is located in a relatively inactive landfill within the WNP-2 controlled area.
The Supply System has determined that, although these materials are contaminated at very low levels, neither the material to be disposed of nor the disposal operation will present an undue radiological risk to public health and safety.
In addition, a
substantial cost savings can be realized over the use of licensed burial space.
We are submitting this application to the NRC in anticipation of a policy change (proposed at 53FR31880) which will restore the NRC's regulatory authority over onsite disposal in agreement states.
To coordinate the disposal with other site activities, we would like to complete the review process in advance of the policy change.
lfe are hopeful that, with this advance
- review, approval may be granted as soon as the policy becomes final.
Your cooperation in this area will be greatly appreciated.
For further infor mation or assistance in your review, please contact me at (509) 372-5238.
Very truly yours, G.
