Dear Mr. Moroney,
Grand Gulf Nuclear Station proposes an alternative to the requested options.
Grand Gulf agrees to provide a location inside the protected area for a security container. Our proposal does not include a specific location; rather, we would locate the security container in the protected area in a place that is mutually agreed upon by the NRC resident's office and us. This is to allow us flexibility to perform planned changes in security facilities and to handle any design changes needed for installing the security container. Grand Gulf agrees the container will not be moved without permission of the NRC Resident's office. Additionally, we would not attempt to gain unauthorized access to the security container. In the event the security container were to be found open we would notify the NRC resident or the NRC Headquarters Operations Officer and either guard the contents until the NRC is present or secure the contents in a locked container.
