PG&E submits the enclosed summary description of the proposed vehicle control measures in accordance with 10 CFR 73.55(c)(9)(1). As required by 10 CFR 73.55(c)(8), PG&E has compared the vehicle control measures established in accordance with 10 CFR 73.55(c)(7) to the Commission's design goals and criteria for protection against a land vehicle bomb.

) PG&E confirms that the enclosed proposed vehicle control measures meet the design goals and criteria specified.

1 Regarding the requirement in 10 CFR 73.55(c)(9)(ii) to fully implement i the required vehicle control measures by February 29, 1996, PG&E notes that we intend to meet this completion date, with the possible exception of the active barrier to the southeast of Building 116 (the cold machine ..

shop). PG&E's Unit 2 seventh refueling outage is scheduled from March 16,1996, to May 2,1996, and work during this outage includes the movement of very large equipment. Should this work extend completion of the vehicle barrier system beyond the February E9 completion date (e.g.,

to the end of the Unit 2 seventh refueling outage), PG&E will notify the NRC in writing with the proposed completion date and interim compensatory actions. l Sincerely,
