Dear Mr. Martin:
Enclosed are three (3) copies of the exercise scenario manual, including the scope and objectivet for the Diablo Canyon Power Plant 1991 field exercise. As agreed at our meeting of the West Coast utilities in December 1990, our exercise date is August 21, 1991.
Since this is an off-hours exercise, the stirt time will be between 6 pm August 21 and 4 am August 22.
This year is a full scope exercise involving onsite and offsite emergency response or:aniz tions.
The exercise will be evaluated using performance-based objectives and expanded evaluation criteria.
