License Amendment Request 89-05, Revision to Technical Specification 3.8.1, Electrical Power Systems, A.C. Sources Gentlemen:
Enclosed is an application for amendment to Facility Operating License Nos.
The enclosed License Amendment Request (LAR) proposes a revision to Technical Specification 3.8.1.1 that would increase the diesel generator (DG) allowed outage time (AOT) from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 7 days.
PG&E has been implementing activities to enhance DG reliability at Diablo Canyon.
These activities consist of developing preventive mai ntenance procedures, providing personnel
- training, and implementing industry,
- NRC, and vendor DG reliability improvement recommendations.
- Further, PG&E is planning to install a sixth DG by the fourth refueling outage of Unit 2 and has committed significant resources to this effort.
As part of this overall effort, PG&E also made evaluations to determine an acceptable AOT for its DG system based on risk and reliability considerations and the need for suffici ent time to perform maintenance and testi ng.
The AOT determination study was performed based upon availability, reliability, and risk considerations and was documented in a previous PG&E letter, DCL-89-126, dated May 11, 1989.
PG&E requests review of this LAR on a high priority basis and NRC approval by mid-September 1989 to ensure that sufficient planning can be accomplished to support the extensive diesel generator maintenance and testing required by the Technical Specifications during the next Unit 1
refueling outage.
