Welsch Site Vice President Commitment to Maintain Severe Accident Management Guidelines
Dear Commissioners and Staff:
Diablo Canyon Power Plant Mail Code 104/6 P. 0. Box 56 Avila Beach, CA 93424 805.545.3242 Internal: 691.3242 Fax: 805.545.4884 The Nuclear Energy Institute (NEI) Nuclear Strategic Issues Advisory Committee (NSIAC) recently approved an Industry Initiative to implement and maintain Severe Accident Management Guidelines (SAMGs). These guidelines would be used by emergency response personnel during conditions in which significant damage to fuel in the reactor vessel or spent fuel pool is occurring or is imminent. SAMG strategies are intended to arrest the progression of fuel damage, maintain the capability of the containment as long as possible, and minimize radiological releases.
This letter establishes commitments related to SAMGs for Diablo Canyon Power Plant. New regulatory commitments (as defined by NEI 99-04) are provided in the Enclosure to this letter.
It is expected that NRC Staff personnel will conduct periodic inspections of our SAMGs and performance deficiencies, if any, and will be assessed using the Reactor Oversight Process. Inspection activities will not extend to NRC review and approval of SAMG strategies, or the use of equipment described in the SAMGs.
If you have any questions, please contact Mr. Hossein Hamzehee, Regulatory Services Manager, at 805-545-4720.
Sincerely, r-A.~,<<J~..L_
