Dear Commissioners and Staff:

In accordance with the provisions of 10 CFR 50.55a(g)(4)(ii), Pacific Gas and Electric Company (PG&E) submits Diablo Canyon Power Plant (DCPP) Inservice Inspection Program Plan (ISIPP) - Third Ten-Year Inspection Interval, Revision 1.

The DCPP Units 1 and 2 ISIPP for the third inspection interval incorporates the risk-informed inservice inspection (RI-ISI) process for Class 1 and 2 pipe welds.

Revision 1 of the third interval ISIPP continues to be based on the ASME B&PV Code,Section XI, 2001 Edition through 2003 Addenda. The plan incorporates a number of significant changes to the plant completed during the first period of this third inspection interval including:

  • replacement of both reactor vessel heads
  • replacement of reciprocating charging pumps with centrifugal pumps
  • replacement of remaining two clad carbon steel charging pump casings with stainless steel casings
  • piping changes, including those attendant to the above replacements Revision 1 of the ISIPP also includes updated requirements of ASME Code Cases N-722-1, N-729-1 and N-770-1 as required by recent rulemaking.

The RI-ISI portion of the plan has been updated from the three-period plan approved during the second ten-year interval on November 8, 2001 (TAC No. MB1203 - Unit 1, and TAC No. MB1204 - Unit 2). Implementation of the RI-ISI plan commenced with the second period of the second interval. The request for alternative for continued application of the risk informed process to Category B-J, C-F-1 and C-F-2 piping A member of the STARS (Strategic Teaming and Resource Sharing) Alliance 0 .,

There are no new or revised regulatory commitments as defined by the Nuclear Energy Institute 99-04, "Guidelines for Managing NRC Commitment Changes," dated July 1999, in this submittal.
