The purpose of tnis letter is for Connecticut Yankee Atomic Power Company (CYAPCO) to discuss the planned movement of fuel within the Haddam Neck Plant l

(HNP) spent fuel pool to reduce the potential impact of a beyond design basis event l

which assumes loss of fuel pool coolant inventory. CYAPCO currently plans to initiate fuel movement the week of October 6,1997 to make the spent fuel configuration f

consistent with the Holtec International analysis submitted to the NRC in the CYAPCO letter dated September 26,1997,W Based on conversations with members of the NRC Staff, the proposed fuel movement can be accomplished within the conditions of the Corrective Action Letter dated March 4,1997.<2)

The fuel movement planned will relocate the fuel into a configuration consistent with the analyses provided in Reference 1. The plan calis for 233 fuel assembly moves to be made. The activities associated with the fuel movement will be conducted in a safe manner and meet management expectations as to the conduct of work, procedure compliance and appropriate actions for unanticipated issues.

The actual fuel movement will be performed by qualified contractor personnel who have had the appropriate fuel handling experience and training and have an understanding of the task being performed.

Pre-job briefs have been prepared and will be conducted prior to fuel o

movement.

Procedures have been revised to support this activity.

A briefing will be conducted on the appropriate actions to be taken for e

unanticipated issues.

Work Observations will be conducted.

Nuclear Oversight will provide independent oversight for fuel movement activities.

Pre-job inspections will be performed on the overhead crane, refueling e

bridge and radiation monitoring equipment, o

The Unit Director will oversee activities.

Management expectations will be reinforced prior to and during the fuel movement activities.

The Health Physics (HP) Department will support the activities with both pre-job and ongoing radiological surveys, including surveys of the fuel i

handling tool. There will be monitoring for hot particles and monitoring of airborne levels in the work area.

A foreign material exclusion area will be maintained around the spent fuel pool.

CONCLUSION The planned fuel movement will move the fuel to new locations and will be conducted according to high ma. agement expectations by qualified personnel. Once the fuel is.

stored in the new configuration, there will be no significant off-site consequences due to a postulated beyond design basis event of a loss of all spent fuel pool water as discussed in Reference 1.
