STAFF REQUIREMENTS - COMSECY-25-0001 - PROPOSED SUSPENSION OF SOME STAFF SELF-ASSESSMENT ACTIVITIES FOR CALENDAR YEARS 2024 AND 2025 The Commission has approved suspension of the following activities for calendar years 2024 and 2025, in light of similar NRC actions required under Section 507(b) of the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy Act of 2024 (ADVANCE Act):
portions of the annual Reactor Oversight Process self-assessment activities, including the annual report to the Commission, the annual report on licensee performance in the Nuclear Materials and Waste Safety
- Program, the Annual Decommissioning Report, the Agency Action Review Meeting (AARM), unless a licensee meets the criteria in Management Directive (MD) 8.14, Agency Action Review Meeting, for required discussion, and the annual Commission meeting on the results of the AARM, unless specified criteria in MD 8.14 are met.
The staff should use the results of its evaluation to determine whether future annual reports to the Commission are duplicative and impose unnecessary burden on staff resources. As part of this, the staff should ensure all processes are streamlined, including self-assessment and reporting activities, consistent with the spirit of the ADVANCE Act.
The staff should explore any efficiencies, including the periodicity of reports to the Commission and conduct of the Agency Action Review Meeting, that can be implemented in these programs going forward while ensuring the Commission, the public, and stakeholders remain well-informed of our oversight activities.
The staff may suspend the annual decommissioning status report for CYs 2024 and 2025, but should continue to provide Enclosure 2 of the report (Annual Update on Decommissioning Sites with Financial Assurance Issues) to the Commission in some form (e.g., a CA note).
While these self-assessment activities are suspended, the staff should ensure that there are other means in which this information is made available to the public, such as postings on the NRCs public website or by summarizing the results in a publicly available Information SECY paper.
