SUBJECT:

REQUEST TO SOLICIT FOR THE APPOINTMENT OF A NEW MEMBER ON THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS (ACRS)

The purpose of this memorandum is to request approval to begin the solicitation for one new ACRS Member. The ACRS is currently staffed at 14 members out of a possible 15 allowed by the Atomic Energy Act. We are aware of one certain vacancy on the Committee in 2018 and the potential exists for additional vacancies in 2018 and 2019. For these reasons, and in consideration of overall ACRS succession planning and the Committees projected workload, we are requesting that the Commission approve a solicitation for one vacancy. Initiation of the solicitation process at this time should enable sufficient time to convene a panel by winter of 2017.

For this position, best qualified candidates must have extensive experience in light water reactor (LWR) severe accident behavior, accident source terms (i.e., fission product release and transport and aerosol/particulate dynamics for LWRs and advanced reactors), and advanced reactor systems. The candidate must also have at least 20 years of broad experience and a distinguished record of achievement in one or more areas of nuclear science and technology or related engineering disciplines. It would be useful if the candidate also has experience in fuel qualification, fuel performance, fuel fabrication and process development, as well as irradiation testing and post-irradiation examination.
