Dear Sir or Madam:

Pursuant to 10 CFR 20.1703(b), Entergy Operations Inc. and Entergy Nuclear Operations Inc.

(Entergy) request authorization for use of equipment that has not been tested or certified by National Institute for Occupational Safety and Health (NIOSH). Entergy desires to use the Delta Protection Mururoa BLU suit systems which are described in "Topical Report for Delta Protection Mururoa BLU Suit Systems" (TR MURUBLU05NP). The NRC has approved the topical report by letter dated April 10, 2006 (TAC NO. MC8994).

CNRO-2006-00020 Page 2 of 4 Entergy has identified the Delta Protection Mururoa BLU suit systems as having benefits from a contamination control, heat stress reduction, and respiratory protection point of view.

Entergy is requesting authorization for their use as respiratory protection equipment.

Approval of the request will improve worker safety in areas of airborne radioactivity and high potential for facial/skin contamination from hot particles. In addition, the fact that the unit will supply full body air flow cooling within the suit as well as eliminate the need to establish an air distribution network at the work site will save time and overall work exposure. Entergy anticipates outage job time savings, as well as the reduction of personal contamination events. The full body cooling effect will help to eliminate concerns that have arisen in the past regarding heat stress. In summary, the suit systems will aid significantly in achieving worker doses as low as reasonably achievable (ALARA).

Entergy has identified the following as commitments associated with this request.

1. Entergy will follow the conditions of use and use one of the approved device configurations indicated in "Topical Report" MURUBLU05NP (TAC No. MC8994).
2. The Delta Protection BLU self fed single use suit will be integrated into Entergy station respiratory program using the information provided by the manufacturer. Prior to use, wearers will be trained on the conditions of use as well as the emergency escape features of the suits.
3. New lesson plans will be developed to train workers on BLU features, donning, use and removal, cautions and use of mouth strip and tear off strips for routine and emergency egress, as well as the maintenance of the "powered air purifying system" that forms an integral part of the product.
4. All suits and cartridges will be treated as "Single Use" only.
5. The suit system will not be used in an Immediately Dangerous to Life and Health (IDLH) environment.
6. Communication channels will be established with the supplier to report any defects, if experienced, with the device, and ensure that any manufacturer's notifications concerning the suit systems are received in a timely manner.
7. Entergy will report any defects in a timely manner to the U.S. Nuclear Industry through our operating experience process.

Entergy has summarized the commitments related to this request in Attachment 1.

Approval of the use of the suits will allow Entergy to proceed with procedure changes and complete training necessary for the use of the suits for outages scheduled for the fall of 2006.

Therefore, Entergy is requesting approval by September 1, 2006.
