Tennessee Valley Authority - Central Emergency Control Center Emergency Plan Implementing Procedure Revision In accordance with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.54(q) and 10 CFR 72.44(f), Tennessee Valley Authority (TVA) is submitting a description of changes to the TVA Radiological Emergency Plan (REP). The affected document is the Central Emergency Control Center (CECC) Emergency Plan Implementing Procedure (EPIP) listed below.

U.S. Nuclear Regulatory Commission CNL-24-082 Page 2 December 17, 2024 Description of Changes and Summary Analysis CECC EPIP-9 TVA revised this EPIP as follows.
Section 3.2 o Added new step 3.2.1.D to document and track Field Monitoring Teams (FMTs).
o Added new step 3.2.1.E to update FMTs as needed with release status, meteorological data, or other pertinent information.
o Added new step 3.2.2.B directing use of CBRN (chemical, biological, radiological, and nuclear) Responder application as the primary survey documentation method.
Section 3.3 o Added new step 3.3.2 to request completed Attachment 1 from site Radiation Protection (RP) staff.
o Revised step 3.3.3 and 3.3.4 into separate steps for Environs Assessor review of FMT data.
o Added new step 3.3.5 to coordinate collection and transport of samples to lab for analysis.
o Added additional specificity to step 3.3.9 regarding what information field monitoring support staff should be briefed on.
Section 3.6 o Added new steps 3.6.3 - 3.6.5 for Fixed Monitor Retrieval personnel, regarding briefing, dosimetry, and communications, prior to dispatch.
Section 4.1 o Added new NOTE prior to step 4.1.3 to count samples in low background environment or transport to lab for counting.
o Revised step 4.1.3.C to delete guidance to analyze tritium samples, as these will have to be counted in a lab which is addressed by the preceding NOTE.
o Added new step 4.1.3.D to clarify that once the plume is beyond the site boundary, the FMT onsite may be dispatched offsite to track the plume as needed.
Section 4.2 o Revised step 4.2.1.C to clarify that guidance for driving 20 mph applies to traversing the plume.
o Revised step 4.2.5 to direct use of the vehicle sample port and to change open and closed meter to open and closed window to correct a typographical error.
Section 4.4 o Deleted NOTE directing the use of This is a drill when performing communications during drills.

Section 5.4 o Editorial changes to update Browns Ferry Nuclear FMT satellite phone numbers, to reflect current phone numbers for TVA Police, and provide an alternate number for Watts Bar Nuclear Radiological Monitoring Control Center.
Section 6.0 o Revised to reflect current electrical component alignments for the REP Vans.
Section 7.0 o Deleted subsection 7.5 for Scintrex (Sartrex) Model 309A as it is no longer in use, and renumbered subsequent steps.
Section 11.0 o Editorial change to update reference 11.6 to reflect correct dates for EPA-400.
o Changed first CAUTION to a NOTE per NPG-WM-01.2.
o Revised WARNING prior to step 5 with new bullet to notify Field Control of adverse health effects from KI.
o Revised step 5 to align with updated KI guidance in section 4.7.
o Revised step 6 to better align with revisions to Attachment 12 for radio usage.
o Revised step 8 to align with updated information in section 4.1.
o Deleted guidance for supplemental deployment since supplemental teams will be briefed using a separate copy of Attachment 1 as needed.
o Added new step to document the time that FMT brief is completed and FMT is directed to proceed to vehicles to initiate surveys.
o Added new step 13 to track FMTs.
o Added new footer to transmit a copy of Attachment 1 to CECC Environs Assessor.
o Revised step 1 to better align with revisions to Attachment 12 for radio usage and add reference to the REP Van Job Aid with no change to meaning or intent.
o Revised step 2 to align with section 4.1 with no change to meaning or intent.
o Revised step 3 to insert parenthetical statements (Beta/Gamma) and (Gamma) following open window and closed window, respectively, to clarify meaning of open and closed window readings with no change to meaning or intent.
o Editorial change to step 3 to improve readability without changing meaning or intent.
o Relocated the Barium Source Activity Table contained in Attachment 3 to the FMT Vehicle Booklet.
o Changed shielded detector to read position in the shield to correct confusing wording.
o Updated Attachment 3 page count.

o Changed Scintrex (Sartrex) 309A to 309B to reflect current model in use.
o Added Barium Source Activity Table to FMT Vehicle Booklet.
o Added GARMIN DRIVESMART GPS unit to inventory.
o Deleted reference to the electrical switch panel.
o Changed onboard to portable generator and deleted check for generator runtime.
0 o Editorial change to add page count to Attachment 10 heading.
1 o Added instruction for new GARMIN DRIVESMART GPS and updated attachment formatting and attachment page counts.
2 o Updated site-specific radio alignments based on testing as described in the Corrective Action Program.
3 o Revised NOTE to add reference for CECC Aid #24 for CBRN Responder instructions.
The above changes were evaluated in accordance with 10 CFR 50.54(q)(3). TVA determined that the changes did not reduce the effectiveness of the TVA REP. The TVA REP, as revised, continues to meet the requirements in Appendix E to 10 CFR 50 and the planning standards of 10 CFR 50.47(b).
