Subject:
TENNESSEE VALLEY AUTHORITY - CENTRAL EMERGENCY CONTROL CENTER EMERGENCY PLAN IMPLEMENTING PROCEDURE REVISIONS In accordance with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.54(q) and 10 CFR 72.44(f), Tennessee Valley Authority (TVA) is submitting a description of changes to the TVA Radiological Emergency Plan (REP). The affected document is the Central Emergency Control Center (CECC) Emergency Plan Implementing Procedure (EPIP).
Document Revision Title Effective Date CECC EPIP-9 59 Emergency Environmental Radiological Monitoring Procedures 7/3/2019
U.S. Nuclear Regulatory Commission CNL-19-071 Page 2 August 2, 2019 Description of Changes and Summary of Analysis CECC EPIP-9 TVA revised CECC EPIP-9 to update:
the criteria for activating the field monitoring teams based on changes to REP, Appendix B; the storage location of the field coordinator kit; the values for immediate notification of the environs assessors related to emergency action levels and Offsite Dose Calculation Manual limits; the barium source activity chart used for scaler set-up; and outdated references to other procedures and the TVA document management system.
In addition, the environmental monitoring van inventory was revised to ensure that Sample Point Description Book revision levels are validated when the inventory is performed.
These changes were evaluated in accordance with 10 CFR 50.54(q)(3) and 10 CFR 72.44(f).
TVA determined that the changes did not reduce the effectiveness of the TVA REP. The TVA REP, as revised, continues to meet the requirements in Appendix E to 10 CFR 50 and the planning standards of 10 CFR 50.47(b).
There are no new regulatory commitments in this letter. Please address any questions regarding this request to Kimberly D. Hulvey at (423) 751-3275.
