Annual Environmental Operating Report Byron Station is'submitting the Annual Environmental Operating Report as required by Facility Operating License No. NPF-37, Appendix B, "Environmental Protection Plan (Non-Radiological)," Section 5.4, "Plant Reporting-Requirements." This report addresses the period from January 1, 2003 to December 31, 2003. The objectives of the Environmental Protection Plan as stated in Appendix B, Section 1.0, "Objectives of the Environmental Protection Plan",.have been met during this period.

There were no non-compliances to the Environmental Protection Plan: therefore, no corrective actions were required by Appendix B, Subsection 5.4.1 (1). There were no

-hchanges in the stat ion -digie or operatior &r dests' and experiients Wich involved a '

potentially significant, unreviewed environmental question as defined in Subsection 3.1, "Plant Design and Operation." There were no non-routine reports submitted per Subsection 5.4.2. Byron Station received no noise complaints during 2003. The aerial photographic monitoring program, described in Subsection 4.2.1, "Aerial Remote Sensing," was completed in 1993. The confirmatory sound survey requirements, described in subsection 4.2.2, "Confirmatory Sound Level Survey," were completed in 1988. -  :' - .

There was one non-compliance to the National Pollutant Discharge Elimination System (N.P.D.E.S.) permit IL 0048313 forByron Station in 2003. This event was an incidental release of lubricating oil to the Rock 'River through NPDES outfall F01 (Intake Screen Backwash).
