Dear Sir or Madam:

Pursuant to 10 CFR 50.54(p)(2), Entergy Nuclear Operations, Inc. (ENO) is submitting 1 Revision 19 of the Vermont Yankee (VY) Physical Security Plan (officially titled the 'Vermont Yankee Nuclear Power Station Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan"). This change to the Plan was made as a result of, and upon completion of, the transfer of all fuel from the VY reactor vessel and spent fuel pool to dry cask storage on the Independent Spent Fuel Storage Installation (ISFSI) pad, on August 1, 2018. This'Revision of the plan remained in effect until the implementation of the ISFSI Physical Security Plan, Revision O on August 23, 2018.

ENO has performed a 10 CFR 50.54(p) evaluation usjng the guidance of Reference 1 for this change to the Plan. This evaluation.outlines the implementation of physical protection measures.related to Use of Force at an ISFSI with no spent fuel remaining in the reactor vessel or spent fuel pool, based on the Atomic Energy Act of 1954, as amended. Based on this evaluation, ENO has concluded that the change does not reduce the effectiveness of the Plan, nor does it decrease the ability of the onsite physical protection system and security organization to protect the spent fuel located within the ISFSI with high assurance against the design basis threat.

Enclosure t contains Safeguards Information (SGI). Upon separation from Enclosure 1, this cover letter contains no Safeguards Information and becomes decontrolled.
