Dear Sir or Madam:
In Reference 1, Vermont Yankee Nuclear Power Station (VY) made commitments related to aging management programs to manage the aging effects of structures and components during the period of extended operation. The following summarizes a change to a VY commitment made in Reference 1.
License Renewal Commitment (LRC) No. 43 states:
"Establish and implement a program that will require testing of the two 13.8 kV cables from the two Vernon Hydro Station 13.8 kV switchgear buses to the 13.8 kV / 69 kV step up transformers before the period of extended operation and at least once every 6 years after the initial test."
LRC 43 was created because 10 CFR 54.4(a)(3) specifies that systems structures and components required for compliance with 10 CFR 50.63 are to be considered within the scope of license renewal aging management activities. The Vernon Hydro Station (VHS) tie line was the credited Alternate AC (AAC) source for compliance with 10 CFR 50.63 at the time LRC 43 was created. The two 13.8 kV cables within the scope of this commitment are owned and maintained by the VHS owner.
This commitment is being cancelled as the VHS tie line is no longer relied upon as the AAC power source credited for compliance with 10 CFR 50.63 (Station Blackout Rule) at VY.
BVY 13-098 / page 2 of 2 By License Amendment No. 258 (Reference 2) the NRC approved a change to the VY licensing basis which credits the new Station Blackout Diesel Generator as the AAC source for compliance with the Station Blackout Rule, replacing the VHS tie line. Amendment No. 258 documented new commitments for testing of the Station Blackout Diesel Generator in the associated Safety Evaluation.
This letter serves to update the docket relative to our cancellation of a prior commitment. No NRC action is requested on this issue.
This commitment change was contained in VY Updated Final Safety Analysis Report, section 15.5 "License Renewal Commitments," and was evaluated under 10 CFR 50.59 for removal in accordance with VY procedures and Renewed Facility Operating License Condition 3.P.
