Dear Sir or Madam:

Pursuant to 10 CFR 50.71(e) and 10 CFR 50.4(b)(6), enclosed is one CD-ROM containing Revision 26 of the Vermont Yankee (VY) Updated Final Safety Analysis Report (UFSAR) and the drawings that are incorporated by reference. The UFSAR file is divided into four (4) parts named 001 UFSARREV26-Part 1.pdf, 002 UFSARREV26-Part 2.pdf, 003 UFSARREV26-Part 3.pdf and 004 UFSARREV26-Part 4.pdf. Part 1 includes the List of Effective Pages and the UFSAR change matrix that details the specific changes made in Revision 26. The sections containing the changed pages since the previous update (Reference 1) are contained in the folder named Rev 26 Changed Sections. The drawings referenced in the UFSAR are included as individual files identified by the drawing number in the folder named UFSAR Drawings.This folder also includes a list of the drawings.

Additionally, pursuant to 10 CFR 50.71(e) and the guidance of NEI 98-03, Revision 1, enclosed is one CD-ROM containing the current revisions of the VY Technical Requirements Manual (TRM), the VY Fire Protection Program (FPP), the VY Fire Hazards Analysis (FHA) and the VY Safe Shutdown Capability Analysis (SSCA). The TRM, FPP, FHA and SSCA are incorporated by reference in the UFSAR. The TRM file is named 001 TRM.pdf, the FPP file is named 002 FPP.pdf,the FHA file is named 003 FHA.pdf and the SSCA file is divided into two (2) parts named 004 SSCA - Part 1.pdf and 005 SSCA - Part 2.pdf.

NRC holders of controlled-copy editions of the VY UFSAR will receive updates to those volumes with appropriate Change Package Instructions under separate cover.

There are no new regulatory commitments being made in this submittal.
