Dear Sir or Madam:

This letter provides information regarding multi-source dose assessment capability for Vermont Yankee (VY) in response to the referenced communication from NEI.

The Emergency Response Organization at VY currently uses the Off-site Dose Projection System (ODPS) in the Control Room and the Meteorological Plume Assessment Computer (METPAC) in the Emergency Operations Facility for modeling offsite dose assessments. These computer programs are used to estimate the dose consequences in the emergency response sectors for input parameters (source term, meteorological conditions, etc.) based on a single release point. In the event of a scenario with concurrent releases from more than one release point, separate dose analysis runs can be performed with METPAC using the applicable data inputs for each release point. The results of the separate dose consequence analyses can be combined manually to provide an estimate of total dose consequence. Instructions for performing this type of analysis are provided in the dose assessment emergency response procedure (OP 3513, Evaluation of Off-site RadiologicalConditions).

Consistent with the referenced letter, Entergy Nuclear Operations, Inc. plans to implement a new computer program at VY that has the capability to perform a multi-source dose consequence analysis. This new software program is identified as a regulatory commitment with a completion date of not later than December 31, 2014.
