Response to NRC Bulletin 2003-04 Bulletin 2003-04 was issued to all Nuclear Regulatory Commission (NRC) licensees who have in their possession, or are licensed to possess, one or more of the following: foreign obligated natural uranium, depleted uranium, or thorium; uranium enriched in the isotope U-235, U-233, plutonium, plutoniuim-238, or who currently have unreconciled nuclear material balances with the Nuclear Materials Management and Safeguards System NMMSS). The Bulletin requests a response from licensees within 90 days to report possessed quantities of nuclear materials of the types specified above.

This letter serves as the Vermont Yankee Nuclear Pover Station (VY) 90-day response to NRC Bulletin 2003-04.

VY submits on1an annual basis, a Material Balance Report and Physical Inventory Listing for the materials specified in Bulletin 2003-04. Tile most recent submittal was transmitted by letter, dated 4/10/03 for the period ending 3/31/03. Additionally, VY does not possess any quantities of government owned or foreign-obligated source materials as described in tile Bulletin. VY has been in contact with NMMSS staff in regard to this matter and they have notified us (e-mail from J. Riggins to G. Wallin dated 11/6103) that their database is in agreement with our most recent Material Balance Report and Physical Inventory Listing and that we are therefore in compliance with the requested actions of Bulletin 2003-04.
