Background

On April 30, 2007, Carolina Power & Light Company, now doing business as Progress Energy Carolinas, Inc., submitted the 2006 Radioactive Effluent Release Report for the Brunswick Steam Electric Plant (BSEP), Unit Nos. 1 and 2. Subseqouently, it was determined that the 2006 ground water sampling data was not included in the report as required by the Nuclear Energy Institute (NEI) Voluntary Interim Guidance for the Ground Water Protection Initiative.

The omitted information follows.

Well Locations Well locations were determined based on hydro-geologic factors and known historical leaks or spills. Figure 1 provides a map detailing the location of monitoring wells.

Ground Water Ground water samples are collected on site at BSEP for tritiuin analysis. Gamma analyses are performed when positive indication of tritium is found to be present in the ground water. Results of ground water samples are included in Table 1. There was no detectable gamma activity identified in the 2006 ground water samples.

Tritium activity identified in monitoring wells ESS-2C and ESS-16 is due to a historical leak that occurred in the radwaste discharge lines in the 1990s. The lines have since been repaired and are monitored for leakage approximately every two years. These wells are sampled and analyzed on at least a quarterly basis to monitor the existing tritium plume.

In response to the Nuclear Energy Institute (NEI) Ground Water Protection Initiative, BSEP lowered the Lower Limit of Detection (LLD) for tritium from 2500 pCi/L to approximately 325 pCi/L. The first samples analyzed to the new LLD were obtained in October 2006. When counted to the new LLD, tritium activity was identified in monitoring wells ESS-3B and ESS-3C. These tritium levels in these wells are significantly below the reporting limit of 30,000 pCi/L. Wells ESS-3B and ESS-3C have been included in the BSEP Radiological Groundwater Monitoring Program. They are sampled and analyzed quarterly to ensure that required reporting levels have not been exceeded, and to compare the new data to past results with the goal of detecting potential or actual trends. Additionally, BSEP has begun efforts to perform a site hydrology study. This study will provide a conceptual model of the overal- hydrological characteristics of the site. Once complete, this model will be used to attempt to determine the source of the tritium activity in wells ESS-3B and ESS-3C.
