Instrumentation Report Ladies and Gentlemen:
In accordance with Technical Specification (TS) 5.6.6, "Post Accident Monitoring (PAM)
Instrumentation Report," this letter provides notification of PAM instrumentation that was not restored to operable status within 30 days, as required by TS Limiting Condition for Operation (LCO) 3.3.3.1, Condition A. This notification is applicable to both Brunswick Steam Electric Plant, Unit Nos. 1 and 2.
On April 14, 2005, Thermo Electron Corporation provided a 10 CFR 21 notification to the NRC (Event Number 41599) and to Carolina Power & Light Company, now doing business as Progress Energy Carolinas, Inc., concerning a potential anomaly associated with certain paperless data acquisition recorders. The anomaly results in recorders potentially not automatically restarting after an interruption of electrical power. Cycling of power to the recorders might be required to ensure the boot up sequence. On April 20, 2005, inspection of the Unit No. 2 potentially affected recorders determined that two instrumentation channels were susceptible to the problem, and the channels were subsequently declared inoperable. On April 22, 2005, two instrumentation channels on Unit No. 1 were also determined to be susceptible, and declared inoperable. Replacement parts (i.e., power supplies) to correct the anomaly are not currently available.
The affected instrument channels still function and have operable redundant instrument channels. Additionally, instructions have been provided to the operations staff to manually restart the affected instrument channels in the event that electrical power is interrupted and the channels do not automatically restart. It is currently anticipated that the replacement parts will be obtained and the instrument channels returned to operable status by August 1, 2005. The inoperable instrumentation channels/functions and redundant instrumentation channels are listed in the following table.
