On March 16,1998, the Nuclear Regulatory Commission (NRC) identified an emergency preparedness exercise weakness for the Brunswick Steam Electric Plant, Unit Nos. I and 2. The bases for the weakness are provided in NRC Inspection Report 50-325/98-01 and 50-324/98-01.

. During the emergency preparedness exercise conducted on January 29,1998, the initial 1

notification to off site agencies following the declaration of a General Emergency contained no Protective Action Recommendations (PARS) from the licensee. Consequently, off-site agencies did not receive licensee Protective Action Recommendations for a period of approximately 47 minutes after declaration of the General Emergency.

RESPONSE TO THE WEAKNESS:

l Reason For The Weakness:

The failure to include PARS in the notification for the General Emergency is attributed to a personnel error. The Communicans Manager responsible for preparing the notification form erroneously checked block 15.A on the notification form, indicating "No Recommended Protective Actions" following declaration of the General Emergency. Individuals who had responsibility for PAR identification and inclusion on the notification form failed to detect the j

error prior to submittal. Each of these inappropriate actions resulted from a lack of self-checking and inattention to detail.

Corrective Actions Taken:

The involved individuals were counseled on the need to ensure that emergency notification information is correct and complete.

Prior to assuming on-duty responsibility, each of the Emergency Response Managers, Emergency Preparedness Representatives, and Communication Managers were briefed on the lessons learned from this issue.

The lessons learned from this issue have been included in the Operations Support Center

' Management, Technical Support Center, and Emergency Operations Facility (EOF) team retraining in 1998. This training will be completed by July 15,1998. As part of the EOF team retraining, PAR requirements will be emphasized.
