DPR-71 CYCLE 11 STARTUP TEST REPORT Gentlemen:

In a letter dated February 5,1997 (Serial: BSEP 97-0052), Carolina Power & Light (CP&L)

Company submitted the Cycle 11 Startup Test Report for the Brunswick Steam Electric Plant (BSEP), Unit No.1. The report was submitted due to the loading of the new GE13 fuel type for Cycle 11 operation and the change in the maximum licensed power level from 2436 to 2558 Megawatts (thermal). At the time the report was submitted, BSEP Unit No.1 operation had been limited to 95 percent reactor power. As a result, the startup testing program had not yet been completed; therefore, the initial report addressed only the tests identified in Section 14.4.1 of the Updated Final Safety Analysis Report (UFSAR). CP&L indicated that a supplemental report would be provided every three months until the startup testing was completed.

Subsequently, by letter dated May 5,1997 (Serial: BSEP 97-0206), CP&L notified the NRC that the new maximum licensed power level was achieved on April 16,1997, and the required power uprate startup tests were completed on April 18,1997. CP&L committed to submit, by May 30, 1997, the remaining BSEP Unit No.1, Cycle 11 Startup Test Report information.

The enclosed report addresses the tests identified in Section 14.2.1.2 of the UFSAR. In addition, Section 6.4 of the report addresses the results of testing performed to comply with portions of Facility Operating License paragraph 2.L, " Power Uprate License Amendment implementation,"which was added by License Amendment No.183.' Submittal of the information enclosed completes CP&L's actions for the Startup Test Report specified in Technical Specifications 6.9.1.1, 6.9.1.2, and 6.9.1.3, as well as CP&L's actions to comply with Facility Operating License paragraphs 2.L.(1) and 2.L.(2).
