DPR-71 CYCLE 11 STARTUP TEST REPORT Gentlemen:
In accordance with Technical Spacification 6.9.1.3 for the Brunswick Steam Elec1c Plant, Unit 1, Carolina Power & Light Company (CP&L) hereby submits the Cycle 11 Gtartup Report (provided in Enclosure 1).
Brunswick Technical Specification 6.9.1.1 states that a startup report should be submitted following the "(3) installation of a fuel that has a different design or has been manufactured by a different fuel supplier, and (d) modifications that may have significantly altered the nuclear, thermal, or hydraulic performance of the plant." Based on this requirement, the enclosed report is being submitted due to the loading of the new GE13 fuel type for Cycle 11 operation and the change in the maximum licensed power level from 2436 to 2558 Megawatts (thermal). The enclosed report satisfies the requirement of Specification 6.9.1.3 to submit a startup report within 90 days following resumption of commercial operation.
n accordance with Technical Specification 6.9.1.2, the enclosed stwtup report addresses tests identified in Section 14.4.1 of the Updated Final Safety Analysis Report. At present, Unit 1 Cycle 11 operation has been limited to 95 percent of reactor power. As a result, the startup testing program has not been completed. Therefore, in accordance with Technical Specification 6.9.1.3, CP&L will submit a supplemental report every three months following issuance of this report until the startup testing has been completed.
