Document Control Desk Washington, DC 20555 Millstone Nuclear Power Station, Unit No.3 Certification of Plant-Referenced Simulator Pursuant to the provisions outlined in 10CFR55.45(b), Attachment 1 forwards Northeast Nuclear Energy Company's (NNECO) 4-Year Certification Report for the Millstone Unit No. 3 simulator.

Summary NNECO has completed the performance testing required by 10CFR55. 4 5 (b) for the Millstone Unit No. 3 simulator and hereby provides the appropriate documentation necessary for continued certification.

We believe the Millstone Unit No.

3 simulator continues to demonstrate its acceptability as a plant-referenced simulator.

Discussion 10CFR5'a. 4 5 (b) ( 5) (ii) requires that licensees submit, every four years on the anniversary of the certification, a report to the Commission whien identifies any uncorrected performance test failures, and submit a schedule for correction of such performance test failures, if any.

Comprehensive system tests were initially performed through the Northeast Utilities Simulator Certification Program.

This Simulator Certification Program is also the mechanism which governs continued certification.

Deficiencies which were identified via the Simulator Certification Program are included in the enclosed 4-Year Certification Report.

10CFR55. 45 (b) (5) (vi) requires that certification reports contain a description of the performance testing completed for the simulation facility, and a description of the performance tests, if different, to be conducted on the simulation facility during the subsequent four-year period, and a schedule for the conduct of approximately 25 percent of the perf-rmance tests per year for the subsequent four years.

The Millstcne Unit No. 3 Performance Test Schedules are encompassed by Procedure NSEM-4.07, " Master Test Schedule,"

which is provided in our enclosed report and contains a description of the performance testing to be completed each year.

For the previous 4-year period, all scheduled testing has been completed.

For the Millstone Unit No. 3 simulator, comprehensive system tests were performed for initial acceptance from the manufacturers, and initial certification.

The system tests were re-performed in their entirety over the last four-year cycle.

For the next four-year cycle, selected system tests or subsets of these tests will be employed only in cases where a modification is made to the simulator that affects its fidelity relative to the reference unit or its functional operation as a simulator.

It is our intent that all modifications to the simulator design shall be validated through testing prior to use in training and examination.

Conclusion As stated in the attached report, we believe that the Millstone Unit No. 3 simulator continues to display excellent physical and functional fidelity when compared to the reference unit.

Our Simulator Certification Program contains a comprehensive testing

program, as well as procedural controls to ensure that the simulator retains its high degree of fidelity.
