I LIMITING CONDIT10N FOR OPERATION 3.8 RADI0 ACTIVE MATERIALS 3.8.D.7 Hiah Ranae Stack Noble Gas Monitor 1.~
. The MP1 stack high range noble gas effluent monitor shall-be OPERABLE.
APPLICABILITY:
At. all times which means that the monitor shall be OPERABLE' on a continuous basis, except that outages are permitted, within the time frame of the specified action statement, for.the purpose of maintenance and performance of-required tests, checks and calibrations.
ACTION:
If the stack high range noble gas monitor is not OPERABLE then initiate a preplanned alternate method of monitoring noble gas effluents within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, and either restore the inoperable monitor to OPERABLE status within 7 days or prepara and submit a special report to the Commission pursuant to Specification 6.9.2 within 14 days following the eveiit outlining the action taken, the cause'of the inoperability and the plans and schedule for restoring
-the monitor to OPERABLE status.

The monitor shall be demonstrated OPERABl.E by performance of a CHANNEL CliECK on a msnthly frequency and performance of a CHANNEL CALIBRATION cace per refueling cycle.

This specification is provided to meet the reporting requirements of i
40 CFR 190.
For the purpose of the Special Report, it may be assumed that the dose commitment to any REAL MEMBER OF THE PUBLIC from other fuel cycle sources is negligible, with the exception that dose I
contributions from other nuclear fuel cycle facilities at the r,ame site or within a radius of 5 miles must be e.onsidered.

This specification is provided to ensure that the concentration of potentially explosive gas mixtures contained in the waste gas j
treatment system i.s maintained below the flammability limits of hydrogcn and oxygen. Maintaining the concentration of hydrogen and oxygen below their flammability limits provides assurance that the releases of radioactive materials will be controlied in conformance with the requirements of General Design Criterion 60 of Appendix A to 10 CFR Part 50.

Restricting the gross radioactivity rate of noble gases from the main condenser provides reasonable assurance that the total body exposure to an individual at the exclusion area boundary will net exceed a small fraction of the limits of 10 CFR Part 100 in the event this effluent is inadvertently discharged directly to the environment without treatment. This specification implements the requirements of General Design Criteria 60 and 64 of Appendix A to 10 CFR Part 50.

This specification ensures the operability of the High Range Stack Noble Gas Monitor installed par NUREG-0737 to monitor post-accident noble gas releases from the Millstone Unit No. I stack.
Since the 4
Millstone Unit No. I stack represents the final release point for

potential accident level releases from all 3 Millstone units, the l
applicability has been defined as "At all times" rather than relating it solely to Millstone Unit No.1 operating modes.
The Millstone Unit No. I stack noble gas effluent monitor required to be operable per Section 3.8.B - Table 3.8-2 is strictly the low range l
(Normal Range) munitor. Hence this specification for the High Range 1
Monitor is not redundant.

6.9.1.9 Core power distribution limits (MCPR, LHGR, and APLHGR) shall be i
established and documented in the Supplement Reload Iicensing Submittal before each reload cycle or any remaining part of a reload cycle.
The analytical methods used to determine these limits shall i
be those previously reviewed and approved by the NRC in NEDE-24011, l
General Electric Standard Application for Reactor Fuel, latest I
f approved revision.
The core power distribution limits shall be determined so that all app? icable limits (e.g.,
fuel l
thermal-mechanical limits, ECCS limits, nuclear limits such as shutdown margin, and transient and accident analyses limits) of the safety analysis are met.
The Supplemental Reload Licensing Submittal, including any mid-cycle revisions or supplements thereto, j
shall be submitted upon issuance.
