Dear Mr. Nightingale:

1 Please note the following material concerning the NPDES permit renewal for Zion Station. This I information is in addition to the original permit renewal submitted on August 21,1995. and supplementalinformation submitted on April 10.1996. This letter contains material primarily related to the addition or description of contributory sub-wastestreams to Outfall 00la -

Wastewater Treatment Facility, and Outfall 00lb - Radwar Treatment System Discharge. )

MSDS information relative to chemical descriptions are attached.

The station component cooling water (CCW) system operates as a closed cycle cooling system.

Occasionally, there is a need to blowdown this system. Also, leaks may occur in the system which ultimately drain to auxiliary building floor drains (which is listed as a sub-wastestream to the radwaste treatment system). For corrosion control, this water contains " CECO K" a product containing 10-20% sodium borate. I-5% potassium hydroxide,40-60% potassium nitrite, and small amount of tolyltriazole. CECO K is added to maintain a 700 ppm nitrite concentration within the CCW system. A supplemental 50% sodium tolyltriazole compound and/or a glutaraldehyde solution may also be introduced for added corrosion control. Approximately 15 gallons of the glutaraldehyde solution are added every 6 months. Additionally, small amounts of chromate (0.6 ppm) is present in this system due to historical use of a chromate based corrosion inhibitor. This chemical was replaced with the nitrite-based corrosion control program several years ago. Recently, the station has also noted elevated levels of copper (3 ppm) and iron (0.3 ppm) in the system apparently due to corrosion.

Blowdown of the 25,000 gallon CCW system to the radwaste treatment system (Outfall 00lb) l usually occurs over a three day period and typically involves about 75,000 total gallons of CCW l being discharged (at approximately 17 gpm). Discharges ofleaking CCW involve a much j smaller volume. Average flow from Outfall 001b as reported on Form 2C of the NPDES permit application is 0.031 MGD. This sub-wastestream discharges into either the Unit I (aserage flow

= 877 MGD) or the Unit 2 (average flow = 938 MGD) condenser cooling water systems prior to discharge to Lake Michigan.

Another input to Outfall 00l(b)- Radwaste Treatmem .vstem, is the u r genemted from the station's containment spray system. T1.is containment oray system war consn s of a 40 %

sodium hydroxide solution. Discharge from the containment spray system occurs approximatelv i once per month due to system testing and typically involves <5 gallons per month per unit.

Given the normally low pH in the radwaste treatment system lake discharge tanks as the result of boric acid inputs, the containment spray water often serves as a butfer.

A third sub-wastestream at Zion Station involves blowdown and/or drabing ofleakiy water from a heat exchanger which is part of the station's HVAC system. T steam / water side of this system transfers heat from the unit steam generators or auxiliary boils a closed system which contains a 50% ethylene glycol solution (soon to be replaced with pn ne glycoh This steam / water-side volume is 10,000 gallons and contains Calgon LCS- . a produ.; ;ontaining 15% sodium nitrite,4% sodium tetraborate pentahydrate, and 1% soonan hydro:. :e. Calgon LCS-20 is added to maintain a 700 ppm nitrite concentration within the 3ystem. G!uraraldehyde solution is also occasionally added (approximately 5 gallons every 6 months) for cm.usion control, along with small amounts of sodium hydroxide for pH control.

Periodically, blowdown from the steam / water side of this system may be drained to Outfall 001 a - wastewater treatment , or to Outfall 00lb - radwaste treatment (depending on draining location). Additionally, leaks involving the steam / water side, or leaks between the closed-loop and the steam / water side (evidenced by small amounts of glycol in water drained or Icaking from the steam / water side) have been known to occur Again, depending on the location of these leaks, water is routed to either wastewater treatment (Outfall 00la) or radwaste treatment (Outfall 00lb). During blowdown operations, water is typically discharged at less than 20 gpm to one of these two outfalls.

A fourth sub-wastestream is water drained from the emerg- ;y diesel generator coolingjackets.

This water, discharged to wastewater treatment (Outfall 00 o, contains the same chemicals in the same amounts as described above for the steam / water sice of the HVAC system, i.e. Calgon LCS-20, and occasionally, glutaraldehyde and sodium hydroxide.

A fifth sub-wastestream involves steam generator (secondary-side) system drainage and blowdown. In addition to discharging this water from the radwaste treatment system (Outfall 00lb), the station also has the ability to route this water to the wastewater treatment system (Outfall 001a) at approximately 50 gpm. Therefore, we request that this sub-wastestream be added as a contributory wastestream to Outfall 00la. Please refer to our addendum dated April 10,1996, for information concerning this wastestream.

Lastly, we wish to clarify information sabmitted previously relative to renewal of the NPF S permit. In the April 10,1996, permit renewal addendum letter, we provided a more comp' te description of how ammonia, hydrazine, and/or carbohydrazide are used and discharged from the secondary side steam system at Zion Station. As a point of clantication. these three chemicats may also be used in station's auxiliary boiler as well as the see ndary side system. The blowdown from the auxiliary boiler is currently listed as a sub astestream to Outfall 00la -

Maximum concentration of hydrazine in the auxiliary boiler is approximately 100 ppm.

l Discharges of auxiliary boiler water are typically around 30 gpm to the station's 30,000 gallon i fire & oil sump which discharges to wastewater treatment. Given mixing within the wastewater l treatment and condenser cooling water systems. we anticipate a worst case hydrazine discharpe concentration of approximately 0.04 g/L in the condenser discharge.

Also, we wish to provide additional descriptive information on Primary System Blowdown which is currently listed as a sub-wastestream to the radwaste treatment system (Outfall oolte Small amounts oflithium hydroxide (to maintain a 2-3 ppm concentration) are added to this system for pH control. Additionally, small amounts of hydrogen peroxide and hydrazine (approximately 25 liters and 2 liters, respectively) are added 2-3 times a year during unit shutdowns for corrosion control. Lastly, as you may be aware d, e to the monitoring requiremants on Outfall 001b, boric acid is added to the primary side as a reaction moderator.

This chemical is added in amounts to maintain a boron concentration of 1000-2600 ppm in the primary side.

As a summary to this submitted material, we wish to provide specific language that may be incorporated into the reissued NPDES permit. Modified or additional permit language is in bokt italicized print.

INHALATION: Product vapor 't s ir ri t a ting to the respir a to ry tract, causing stinging mensations in the nose and throat, discharge from the nose, possibly bleeding from the nose, ceughing, chest discomfort and tightness, difficulty with breathing, and headache. Severe exposure may cause central n er vo u s system depression with diz:1 ness and drowsiness. The odor threshold of glutaraldehyde is 0.04 ppm whereas the irritation threshold is 0.3 ppm. If vapors are concentrated enough to be irritating, the TLV is probabLy being exceeded. Inhalation of product can cause signs and symp to ms of an asthmatic attack in hyper-reactive individuals.
