Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72 Application Fee Request for Licensee Operator Requalification Training Program

Dear Ms. Diggs:

Fiorida Power Corporation (FPC) has received and reviewed your letter of November 19,1985 on the above subject. FPC submitted the Licensed Operator Requalification Training Program as an update (see attached cover letter). FPC did not request Staii review nor do we think it is necessary.

FPC contends, therefore, that our submittal is not subject to the fee provisions of 10 CFR 170 as revised June 20,1984.

Florida Power Corporation hereby requests clarification as to the applicability of fees for changes to plans which are implemented without NRC approval as allowed by 10 CFR 50.54.
