Dear Sir:
Florida Power Corporation (FPC) has received and reviewed your letter dated September 19, 1986 concerning your request for meteorological data collected at Crystal River 3 (CR-3).
We question the usefulness of such data in judging the adequacy of the data collection program.
While it is obviously possible to tabulate the total amount of data collected and the data recovery rate, other concerns expressed in IE Information Notice 84-91 are not easily evalue ted by review of such summaries.
Except for gross inaccuracies, it is not possible to judge the adequacy of the calibration of the meteorological equipment.
Similarly, since data logging equipment may fail independent of other system components, it is not possible to judge the adequacy or reliability of the data available to operators during emergency response situations.
FPC reviewed its meteorological measurements program in early 1985 af ter receiving Information Notice 84-91.
At that time, it was determined some problems did exist in the program, but they had been recognized and documented, and corrective actions were in progress.
In response to your September 19, 1986 letter, an independent review was made of the closecut of Information Notice 84-91.
This review showed that the closeout of the notice was proper.

was selected to evaluate the data recovery rate.
This evaluation showed that between July 3,1985 and July 2,1986, the data recovery rate for the three parameters needed for dose assessment was greater than 90% with better performance in 1986 than 1985. Thus, data collection is adequate to demonstrate continuing compliance with 10CFR50, Appendix I.
With regard to the data available to the operators for emergency response situations, the situation is even better.. Two independent meteorological towers are in operation with direct readout in the Control Room.
Instruments in both systems are checked daily as required by our Technical Specifications to assure continued operability and accuracy.
Based on these facts, we believe there is no need for. additional NRC review of the meteorological monitoring program at CR-3.
Moreover, while.the meteorological data is stored in a computerized data-base, it is not in the format requested, and there is no programming available to put it in that format.
Data is currently being supplied to the NRC in the form of joint i
frequency distributions of wind speed, wind direction, and atmospheric stability as required.by Technical Specification 6.9.1.5.d.
We, therefore, respectfully decline your request that we provide meteorological data on magnetic tape for your review.
