Pursuant to 10 CFR 50.55a(a)(3)(i), Florida Power Corporation (FPC) doing business as Progress Energy Florida, Inc., is hereby submitting the response to a Nuclear Regulatory Commission (NRC) request for additional information (RAI) received by email on October 2, 2007. This RAI response is based on Relief Request #07-003-RR, Revision 1 (Reference 1).

No regulatory commitments are being made in this submittal.

U.S. Nuclear Regulatory Commission Attachment 3F1007-07 Page 1 of 1 Response to Request for Additional Information NRC Request (1) Clarify that you are using tl when evaluating flaws in the overlay above any material susceptible to PWSCC, i.e. Alloy 82, Alloy 182, or Alloy 600.

FPC Response (1) tl is planned to be used for evaluating flaws in the overlay above any material susceptible to Primary Water Stress Corrosion Cracking (PWSCC), i.e., Alloy 82, Alloy 182, or Alloy 600.

NRC Request (2) Clarify that the code editions referred to in Attachment 3 of the RR are the 2001 Edition through the 2003 Addenda, not the 2004 Edition with the 2006 Addenda. The staff has not approved the later Codes yet.

FPC Response (2) The reference to Section XI, 2004 Edition, 2006 Addenda, in Attachment 3 of Reference 1, is to be used in conjunction with Table 1 therein. This does not imply that this version of Section XI is applicable for the Structural Weld Overlay (SWOL) activities.

As stated in Reference 1, Attachment 1 Section 5,Section XI 1989 Edition, no Addenda and 1995 Edition including Addenda through 1996 Supplement 11 are applicable, as modified by the relevant alternatives in the revised Relief Request.

NRC Request (3) The staff position is that the full metal thickness (e.g., the thickness of the nozzle), not the thickness of the overlay, is to be used to determine if the weld is exempt from PWHT requirements.

Clarify that temper bead welding is required and, unless specific exemption is requested, that all provisions of the temper bead welding will be complied with, including the hold on NDE until 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> after completion of the 3rd temper bead layer.

FPC Response (3) Temper bead welding is required and will be performed on all overlay welds.
