FPC to NRC letter, 3F0195-03, dated January 6, 1995

Dear Sir:

In the above referenced letter in the nesponse to Section VI.B.2, Item 1, Florida Power Corporation (FPC) informed the NRC of our intention to upgrade a Thermo-Lag fire barrier in the Crystal River Unit 3 (CR-3) Control Complex 164' elevation.

This barrier was designed and installed as a portion of the rated floor / ceiling boundary between two fire areas, and encloses a fire damper mounted just above the concrete floor.

Current information on Thermo-Lag indicates that this barrier would not have achieved the required rating if tested to Generic Letter 86-10, Supplement 1 criteria. Compensation for this barrier has been provided by hourly fire watch patrols.

FPC has evaluated the function of this barrier and the fire hazards and fire protection features on both sides of the fire area boundary. The evaluation has determined that the existing features in the areas, without the Thermo-Lag barrier, are sufficient to justify a deviation for this fire area boundary. The deviation evaluation, which was prepared by the site Fire Protection Engineer, has been documented and will be retained on file at CR-3.

Based on this evaluation, the Thermo-Lag barrier has been removed, and compensatory fire watches are no longer necessary.
