Dear Sir:

On December 16, 2008, Florida Power Corporation (FPC), doing business as Progress Energy Florida, Inc., requested renewal of the operating license for the Crystal River Unit 3 Nuclear Generating Plant (CR-3) to extend the term of its operating license an additional 20 years beyond the current expiration date. Several updates and revisions to the License Renewal Application (LRA) have been identified since the LRA was submitted. The necessary changes, as well as the sources of the changes, are identified in the attachment to this letter.

No regulatory commitments are contained in this submittal.

The revised sentence should read:

The Crystal River Unit 3 (CR-3) license renewal review methodology is consistent with the approach recommended in NEI 95-10, "Industry Guideline for Implementing the Requirements of 10 CFR Part 54 - The License Renewal Rule," Revision 6, Nuclear Energy Institute, June 2005 (hereinafter referred to as NEI 95-10) with exceptions as noted in Subsections 2.1.1.1, 2.1.1.2, and Section 3.0 of this application.

CR-3 Letter to The response to the Request for Additional Information (RAI) in CR-3 letter to NRC, NRC, 3F0509-01, 3F0509-01, dated May 11, 2009, "Crystal River Unit 3 - Response to Request for dated Additional Information for the Review of the Crystal River Unit 3 Nuclear Generating May 11, 2009 Plant License Renewal Application (TAC NO. ME0274)," provided specific intended functions for the systems addressed in License Renewal Application (LRA)

Response to Subsections 2.3.3 and 2.3.4. Insert the specific intended functions from the RAI NRC RAI 2.3-1 response into the corresponding System Descriptions in Subsections 2.3.3 and 2.3.4.

Insert the specific intended functions as a separate paragraph or paragraphs just prior to the paragraph that provides the numbered list of general intended functions stating why the system is in the scope of License Renewal.

Identified by NRC In Section 2.3.4.13, on Page 2.3-159, under Components Subject to Aging Staff during Management Review, change the system identified in the first sentence from Scoping and Condensate Chemical Treatment System to Heater Drains System.

Screening Audit Progress Energy-In Subsection 3.3.2.1.25 on page 3.3-31, add new material for the Circulating Water Identified Change System: Fiber Glass or Fiber Reinforced Plastic.
