In the referenced letter from Florida Power Corporation (FPC), notification was given of plans to temporarily relocate the Protected Area (PA) boundary such that the Technical Support Center / Operational Support Center (TSC/OSC) would be outside of the PA. This action was taken to support a construction project to add three floors to the existing TSC/OSC building.
The purpose of this correspondence is to provide the NRC with the current status of this I
project.
On May 21,1998, the temporary PA fence was completed and the TSC/OSC was brought outside of the PA. Compensatory measures discussed in the referenced letter have been established to ensure that the temporary modification does not decrease the effectiveness of the Crystal River Unit 3 Radiological Emergency Response Plan per 10 CFR 50.54(q). The provisions made for this project continue to allow for the safe and tiraely movement of personnel between the TSC/OSC, t'ne Control Room, and the balance of plant under emergency conditions. These compensatory measures also ensure that there will be no decrease in security effectiveness per 10 CFR 50.54(p).
This letter is provided for your information. A follow-up informational letter will also be provided at the end of the subject construction project to notify the NRC when the TSC/OSC is placed back inside the PA.
