Dear Mrs. Shelton:

As required by Title 10 of the Code of Federal Regulations, Florida Power Corporation (FPC) submits updates to the Crystal River Unit 3 (CR-3) Final Safety Analysis Report (FSAR) to the Nuclear Regulatory Commission (NRC) pursuant to 10 CFR 50.71(e) and in accordance with 10 CFR 50.4(b)(6). By this letter, FPC is requesting approval of an Exception Request to permit FPC to submit future updates to the CR-3 FSAR in CD-ROM format in lieu of paper copies in accordance with 10 CFR 50.4(c).

Pursuant to 10 CFR 50.4(b)(6), the signed original and 10 copies of the updated Final Safety 4 Analysis Report are submitted to the NRC Document Control Desk, one copy is sent to the appropriate Regional Office and one copy to the NRC Resident Inspector. It is FPC's desire to continue to provide the signed original paper copy to the NRC Document Control Desk, one paper copy to the NRR Project Manager, one paper copy to the Regional Administrator, Region 11, and to substitute the remaining paper copies with CD-ROMS. The Annual Safety gM Evaluation Report submitted in accordance with 10 CFR 50.59(b)(2) and the Final Safety Q

Analysis Report Summary will continue to be provided in paper copy format.

In the above referenced letter, FPC provided six CD-ROMS containing Revision 24 to the l

CR-3 FSAR of which five were to be distributed to the Region 11 Branch Chief.

The remaining CD-ROM was designated for the NRR Project Manager. The above referenced letter also identified that a CD-ROM was provided to the CR-3 Senior Resident inspector

3F0598-12 Page 2 of 2 Future submittals to the updated CR-3 FSAR on CD-ROM will be complete reissues to the Final Safety Analysis Report. FPC anticipates the file size will remain within the capacity of a single CD-ROM.

The CD-ROM that contained Revision 24 to the FSAR utilized 150 megabytes (MB) of the 650MB capacity.

Future updates to the CR-3 FSAR on CD-ROMS will include an Adobe Acrobat Reader software program to facilitate their use. The FSAR files on the CD-ROMS will be in the PDF file format which can read by utilizing the Adobe Acrobat Reader software program.

Contained within the CD-ROM will be an ASCII based README file that is provided for installation information. The CD-ROMS will be prepared to the ISO 9660 (E+3 restricted character set) standard.

The CD-ROM does not contain any FPC or third party copyright restrictions that would prohibit the NRC from making and providing copies of the CD-ROM to members of the public. The Adobe Acrobat Reader contains a license agreement that allows distribution of copies provided the license agreement is included with the copy. The license agreement is contained within the CD-ROM as part of the installation software.

The next update to the CR-3 FSAR is scheduled for August 2,1998. It is requested that this Exception Request be approved prior to July 10, 1998, to allow sufficient time to process the copies for the scheduled August 2,1998 submittal.
