RESPONSE
INSPECTION REPORT 84-06 DEVIATION 84-06-01 Letters to the Nuclear Regulatory Commission from FPC, dated June 16 and July 29,1983 responded to the violation identified in NRC Inspection Report 50-302/83-09 and stated that the calibration of all IST related instrumentation would be accomplished prior to startup for operating cycle 5. This response also stated that an evaluation of all systems subject to Inservice Inspection per Section XI of the ASME Boiler and Pressure Vessel Code would be conducted to determine if such systems were incorrectly determined to be operable through the use of instrumentation that was out of calibration.
Contrary to the above, as of February 24, 1984, calibration of all IST related
' instrumentation had not been performed nor was an evaluation for system operability with out-of-calibration instrumentation performed.
RESPONSE
1.
Corrective Action:
Florida Power Corporation (FPC) considered the calibrations complete, but the documentation was lost. As of April 12, 1984, the IST related instruments that had exceeded their calibration interval have been calibrated.
Florida Power Corporation considered the evaluation of all systems which are subject to Inservice Testing per Section XI of the ASME Boiler and Pressure Vessel Code to determine if any were incorrectly determined to be operable due to instruments that were out of calibration during previous testing complete, but documentation was incomplete. The evaluation by FPC was documented complete on March 1,1984. No systems were identified by the evaluation to have been -
incorrectly determined operable.

Actions Taken to Avoid Further Deviations:
The instrument calibration program has been restructured to establish a single point of accountability within the Maintenance Department. This system is now in effect.,
