Dear Sir:
The purpose of this letter is to inform the NRC that Florida Power Corporation (FPC) will be extending the second Inservice Inspection (ISI)/ Inservice Testing (IST) interval for Crystal River Unit 3 (CR-3).
This extension is consistent with CR-3's code of record; the ASME Boiler and Pressure Vessel Code, 1983 Edition through Summer 1983 Addenda,Section XI, Article IWA-2400(c), " Inspection Intervals".
IWA-2400(c) reads in part:
"For power units that are out of service continuously for six months or more, the inspection interval during which the outage occurred may be extended for a period equivalent to the outage."
This portion of the ASME Code applies to CR-3 since the plant has been shutdown for a maintenance outage since September 2, 1996.
CR-3's maintenance outage will exceed the six-month shutdown period specified in IWA-2400(c).
The second interval will be extended beyond the March 14, 1997 date (current date for the end of the second 10-year interval) for at least six months.
The closeout ISI Summary Report (Reference A) will be submitted within 90 days after the end of the interval.
