DESCRIPTION OF REQUEST:

Add a programmatic requirement to the Administrative Controls, Section 6, specifying implementation of a Post-Accident Sampling and Analysis Program. Specifically, add:

6.17 Post-Accident Sampling and Automated Isotopic Monitoring Systems 6.17.1 Procedures shall be established, implemented, and maintained to obtain and analyze reactor coolant and containment atmosphere samples. Additional procedures shall address obtaining and analyzing radioactive lodines and particulates in plant gaseous effluents. The procedures shall include the following:

1. Samp!!ng and analysis, and

2. Maintenance of sampling and analysis equipment.

Personnel shall be trained in the use of the above systems.

REASON FOR REQUEST:

This change is being provided at the request of the NRC Staff pursuant to NUREG-0737 Items II.B.3 and II.F.1.2 and Generic Letter 83-37.

EVALUATION OF REQUEST:

This is a purely administrative change required by the NRC to document a program already implemented.

This submittal requests the addition of a programmatic requirement to the Technical Specifications to document the Post-Accident Sampling and Analysis Program. This requirement is being added pursuant to Generic Letter 83-37.

SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION:

BASIS FOR DETERMINATION:

Pursuant to 10 CFR 50.92, Florida Power Corporation considers this Amendment to be similar to Example (ii) of that section. This Amendment constitutes an additional limitation not presently included in the Technical Specifications.
